There is one guy, yeah. But the Upside Down didn't make him evil. He was pretty much a psychopath his whole life. It didn't help that he was held hostage by scientists trying to study his psychic powers and turn him into some kind of weapon. But he was already a murderer by the time he was a teenager, well before he was sent to the Upside Down.

A bad start and a worse uprising. Similar things happen in Zaun, the undercity, with a drug called Shimmer. It turns people into weapons and affect their sanity. It gets worse with those who were unhinged from the get go.
