The military knows what's going on. Except they would rather weaponize the Upside Down to use against their political enemies. They don't care about some dumb little hokey town in Indiana.
I think Dustin and his friends have asked their science teacher for help with some of this stuff, and there is one cop who knows what's going on. But everyone thought he was dead. Turns out he was stuck in a prison in the USSR (which is like half a world away).
